City of PharrAssistant Public Works DirectorApproved By: City Manager Department: Public WorksApproved Date: 11/4/2020 Reports To: Public Works DirectorFLSA Status: ExemptMust complete On-line Application at: http://pharr-tx.gov/human-resources/jobs/General Statement of DutiesUnder direct supervision from the Public Works Director, the Assistant Public Works Director is responsible for the administrative work directing and coordinating the activities of the Public Works Department. The Assistant Public Works Director is responsible for the efficient economic development, construction, operation, and maintenance of a wide variety of Municipal Publics Works projects. Incumbent is responsible for furnishing professional engineers advice, reviewing all engineering design work and construction plans, acting a liaison with consulting engineers involved in the major construction projects undertaken by the City. Incumbent is also responsible for the Division of Streets and Alleys, Traffic Safety, Animal Control, Service Center and Drainage/ Weedy Lots.Essential FunctionsThe following are incumbent''s duties:Maintain regular, reliable, and prompt attendance, physically present to work.Plans, evaluates, and directs departmental policies, programs, and operations through division supervisors.Directs the preparation and implementation of division budget and makes procedural andoperational recommendations to City management through work plans.Establishes the departments work priority, prepares departments work plans and schedules; evaluate employeesperformance.Meets with or respond to engineers and developers on specific land development proposals.Plans and directs the activities involved in the maintenance of public buildings, streets, canals, and other lands.Approves plans and specifications of the City construction projects, writes specifications,for equipment and construction work, and recommends acceptance of bids.Plans for short-term and long-range Public Works developments; andPerforms other duties as assigned.Reviews, proofreads, and corrects planning reports and documents.Reviews and analyzes subdivisions and site plans for consistency with the comprehensive plan. Makes recommendations concerning same.Perform other work as assigned.Physical DemandsMust have the use of sensory skills in order to effectively communicate and interact with other employees and the public through the use of the telephone and personal contact as normally defined by the ability to see, read, talk, hear, handle, or feel objects and controls. Physical capability to effectively use and operate various items of office related equipment, such as, but not limited to a, personal computer, calculator, copier, and fax. The noise level in this environment is usually quiet in an inside office setting. The employee must occasionally lift and/or move up to 10 pounds.Position Type/Expected Hours of WorkThis is an exempt full-time position working 40 hours per week. Incumbent must have the ability to work flexible hours including evenings and weekends.Minimum Qualifications and RequirementsBachelor''s degree in Engineering, Public Administration, or a related field, and five (5) years experience in public works construction and maintenance. A comparable amount of training and experience may be substituted for the minimum qualifications.Possession of a valid, appropriate Texas (Class C) driver''s license and an acceptable driving record.Knowledge, Skills, and AbilitiesKnowledge- Knowledge of the methods, materials, and techniques used in public works operation. Knowledge of the equipment, tools, and supplies required to accomplish all operations. Knowledge of civil engineering as applied to the administration of diversified public works activities, laws and regulations pertaining to departmental activities, and administrative techniques with regards to public works. Knowledge of the structure and content of the English language. Knowledge of computer software: Microsoft Office, Microsoft Excel, Word Perfect, and Microsoft Power Point.Skills- Considerable skills in the application of technical engineering procedures. Using logic reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems. Communicating effectively in writing as appropriate for the needs of the audience. Understanding written sentences and paragraphs in work related documents. Considering the relative costs and benefits of potential actions to choose the most appropriate one. Motivating, developing, and directing people as they work, identifying the best people for the job. Identifying measures or indicators of system performance and the actions needed to improve or correct performance, relative to the goals of the system.Abilities - Ability to direct and coordinate maintenance operations. Ability to review the work of professional and sub-professional engineering design technicians. Ability to write specifications for equipment and to prepare and read maps and blueprints. Ability to supervise a large number of employees through divisional supervisors. Ability to communicate effectively both orally and in writing. Ability to exercise good judgment and perform a wide range of supervisory responsibilities. The ability to listen and understand information and ideas presented through spoken words and sentences. Ability to communicate effectively in speaking and in writing. The ability to combine pieces of information to form general rules or conclusions. The ability to communicate information and ideas in speaking so others will understand. The ability to apply general rules to specific problems to produce answers that make sense.
