City of Pharr Public Works Director Approved By: City Manager Department: Public Works Approved Date: 11/4/2020 Reports To: City ManagerFLSA Status: ExemptMust complete On-line Application at: http://pharr-tx.gov/human-resources/jobs/General Statement of DutiesUndergeneral supervisionfromthe City Manager, the Public Works Director is responsible for the administrative work directing and coordinating the activities of the Public Works Department. The Public Works Director is responsible for the efficient economic development, construction, operation, and maintenance of a wide variety of Municipal Publics Works projects. Incumbent is responsible for reviewing all engineering design work and construction plans, acting a liaison with consulting engineers involved in the major construction projects undertaken by the City. Incumbent is also responsible for the Division of Streets/Drainage,Traffic Operations, Animal Control, Service Center and Environmental Services. Essential FunctionsMaintain regular, reliable and prompt attendance, physically present to work;Oversees the administration, planning, maintenance, construction, and management of the City’s infrastructure, roadways, traffic control facilities, and storm water drainage systems.Monitor and control Department’s budget and expenditures; coordinate with grants coordinator on expenditures for federal and state funding; manage five-year Capital Improvements Program; assist in the development and submission of grant applications for funding of proposed projects; and update the five-year CIP, as needed;Approves plans and specifications of the City construction projects, writes specifications, for equipment and construction work, and recommends acceptance of bids; Provide public works related contract negotiations, appropriations, and project management; perform administrative functions; oversee construction advertisement and project awards; and coordinate projects with internal and external entities.Analyze traffic signal timing and existing sidewalks, bike lanes, and storm sewers; conduct weekly staff meetings with all divisions; and handle citizen concerns daily;Plans and directs the activities involved in the maintenance of public streets, canals, and other lands;Plans and directs the activities involved in the maintenance of public streets, canals, and other lands;Provide professional advice to all departments regarding streets and traffic services; update manuals; approve all construction inspections; participate in right-of-way research; and enforce storm water regulations;Provide information to City Manager and City Council regarding progress on improvement projects; prepare and submit City Council Agenda Items; and coordinate all departmental requests for City Council approval;Plans, evaluates, and directs departmental policies, programs, and operations through division supervisors;Establishes the departments work priority, prepares departments work plans and schedules; evaluate employees’ performance;Meets with or respond to engineers and developers on specific land development proposals; Plans for short-term and long-range Public Works developments; andPerforms other duties as assigned.Physical DemandsMust have the use of sensory skills in order to effectively communicate and interact with other employees and the public through the use of the telephone and personal contact as normally defined by the ability to see, read, talk, hear, handle, or feel objects and controls. Physical capability to effectively use and operate various items of office related equipment, such as, but not limited to a, personal computer, calculator, copier, and fax. No significant standing, walking, moving, climbing, carrying, bending, kneeling, reaching, crawling, and handling, sitting, standing, pushing, and pulling. The noise level in this environment is usually quiet in an inside office setting. The employee must occasionally lift and/or move up to 20 pounds.Position Type/Expected Hours of WorkThis is a exempt full-time position working 40 hours per week. Incumbent must have the ability to work flexible hours including evenings and weekends.Minimum Qualifications and RequirementsBachelor's degree in Engineering, Public Administration or a related field, and five (5) year supervisory level experience in public works construction and maintenance. Possession of a valid, appropriate Texas (Class C) driver's license and an acceptable driving record.Bilingual: Spanish and English preferred.Knowledge, Skills, and AbilitiesKnowledge- Knowledge of the methods, materials, and techniques used in public works operation. Knowledge of the equipment, tools, and supplies required to accomplish all operations. Knowledge of civil engineering as applied to the administration of diversified public works activities, laws and regulations pertaining to departmental activities, and administrative techniques with regards to public works. Knowledge of the structure and content of the English language. Knowledge of computer software: Microsoft Office, Microsoft Excel, Word Perfect, and Microsoft Power Point, Auto Cad, and GIS-ESRI Software. Skills- Considerable skills in the application of technical engineering procedures. Using logic reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems. Communicating effectively in writing as appropriate for the needs of the audience. Understanding written sentences and paragraphs in work related documents. Considering the relative costs and benefits of potential actions to choose the most appropriate one. Motivating, developing, and directing people as they work, identifying the best people for the job. Identifying measures or indicators of system performance and the actions needed to improve or correct performance, relative to the goals of the system. Abilities - Ability to direct and coordinate maintenance operations. Ability to review the work of professional and sub-professional engineering design technicians. Ability to write specifications for equipment and to prepare and read maps and blueprints. Ability to supervise many employees through divisional supervisors. Ability to communicate effectively both orally and in writing. Ability to exercise good judgment and perform a wide range of supervisory responsibilities. The ability to listen and understand information and ideas presented through spoken words and sentences. The ability to combine pieces of information to form general rules or conclusions. The ability to apply general rules to specific problems to produce answers that make sense. Ability to prepare technical and administrative reports.
